A locución is a fixed phrase or expression — it is always made of the same words, and it has a special meaning that is different from the sum of the meanings of the individual words. It is also called modismo or frase hecha (idiom, set phrase). English has exactly the same thing: "kick the bucket", "break the ice", "once in a blue moon".
